四级词汇讲解:

本句的主干是Bishop describes problem。as simply a matter of priorities是介词短语作problem的宾语补足语。which引导的是非限制性定语从句，用来修饰problem，其中介词短语by...time spent online为方式状语。

describe...as...的意思是“把……描述为……，声称”。如:

The politician was described as ambitious.那位政客被描述成颇具野心。

a matter of的意思是“关于……的问题”。如:

Do you think success is a matter of choice?你觉得成功与选择有关吗?

in place of的意思是“代替，顶替”，也可用作in sb.'s/sth.'s place。如:

This study left questions in place of cerEainty.该研究留下的是问题，而不是确定的结论。

英语四级归纳:

非限制性定语从句与句子的其他部分之间通常用逗号隔开，对先行词只起到补充说明作用，而不具有限制的作用，非限制性定语从句的用法如下:

※ 区分限制性定语从句和非限制性定语从句最简单的方法就是看删掉从句之后对句意是否有影响，删掉限制性定语从句会影响句意，甚至使句子不成立;而删掉非限制性定语从句则不会影响句子的完整性。如:

This is the best restaurant I know.这是我所知道的最 好的餐馆。(删掉限制性定语从句I know之后，句子中的the best范围就发生了变化。)

This is John, who will be your classmate.这位是约翰，他将成为你的同学。(删掉非限制性定语从句whowill be your classmate，句意仍然完整，且不会引起歧义。)

※ 非限制性定语从句中，引导词.不可用that ,叮以用which, who, whom，其中which和whom可与of或其他介词连用。如:

I picked up the cups, most of which were already broken.我检起了那些杯子，其中大部分都已经摔碎了。

※ 非限制性定语从句中，引导词which除代表某个单词外，还可指代之前句子的全部或部分意思。如:

She changed her mind again, which made me very angry。她又改主意了，这让我很恼火。
