  They are breathing sighs of relief in tornado country in the United States because the main tornado season has now ended. 41 people died in 11 storms this year, far fewer than last year when a series of huge twisters hammered Oklahoma City. There attention is now focused on how to keep people safe the next time a killer storm comes to town.

  Should I run or hide? Here in Oklahoma City people know this, but on May 31st last year, it's the largest tornado in history. Many panicked and ran.

  This is not a good situation, just not a good situation.

  The veteran local news helicopter pilot Jim Gardner had never seen anything like it. The traffic jam stretched for miles. Terry Black sat in it and watched the deadly cloud get closer and closer.

  There is nowhere to go. We're gonna die. Someone said, "Terry, you need go home". But in order to go home, I have to go into the eye of the storm. And I was the only idiot going northbound of Pennsylvania when everybody else was coming south, running from it. And my car was picked up. Yes, Sir. I felt the wind grew up underneath my car and it like lifted me up. And I'm thinking oh, oh my God. It was pretty scary.

  She made it. The storm changed course at the last minute and next thousands of cars stuck on the roads. Eight people died, all of them in cars. Terry Black says next time she won't take any chances. I won't leave the house. There's nowhere to go.

  Oklahoma is in the heart of tornado alley. The storms can happen at any time but they are most common between April and June. This year's been relatively quiet, but it's inevitable. There will be another killer storm. Researchers are worried that people haven't learned the lessons of May 31st, 2013.

  We have to be very proactive before the storms even form.

  Shelters themselves aren't always the best places to be.

  People bring in their dogs, their cats, their chickens, their snakes. It's health problem. You don't the condition of the animals whether they have any kind of vaccinations. You don't know if those animals are hostile or not hostile. So when you allow the general public to come into a facility, it is very difficult to try and place enough controls to make people do the right thing.
